Common sense is not all that common - - - at least in Japan !

First let's look at the map - - -


Now let's look where the Nuclear Power Plants are - - -



Now admittedly Nuke plants need lots of cooling water but there are lakes and cooling towers ! ! !

But let's for a second stipulate that they need to be on the ocean .

What are the two major dangers (as current history demonstrates) to Nuke plants ?  Earthquakes and Tsunami right ?

Now look at the first map and guess which side of the island of Japan is most subject to Tsunami ?

Why in the name of The Emporer, were plants built on the Tsunami exposed Pacific coast ? ? ?

Have the Japanese never heard of power lines ?

Put the plants on the sheltered side of the island, build them to withstand a 10.0 earthquake, and on ground high enough to escape Tsunami.

It is really a matter of common sense, which again does not seem all that common !
